Mejias promoted, but it's a paper move

Pitcher Jose Mejias has been promoted to the Biscuits from high-Class A Charlotte, but it's only a paper move. Montgomery had an open roster spot with Neal Frontz going on the DL, and the Stone Crabs apparently needed some flexibility.
